Resolve ambiguity in shared records
Certificates, permits and inspection records can circulate long after they have changed or expired. Registry owners and verification teams need a consistent way to distinguish the latest authorized record from a copy, an outdated version or an unsupported claim.
Define a useful verification result
A candidate record includes an identifier, issuer reference, evidence reference, version and status. Verification should explain which checks passed, which failed and which remain unknown. A matching hash alone does not confirm that the underlying statement is true.
Handle corrections and disputes
A reference process authorizes an entry, records later changes and links superseded versions without silently rewriting their meaning. Designate who can suspend a record, resolve an appeal and notify affected users. Keep confidential supporting material behind appropriate access controls.
Choose the lightest adequate architecture
A signed centralized register may be sufficient where one authority is responsible. A shared ledger deserves consideration only when multiple independent parties need jointly governed history. Evaluate retrieval accuracy, status freshness and correction time rather than assuming immutability solves trust.
